The Tenth National Human Development explores the Bulgaria’s preparedness as a future EU Member State to benefit from the EU Structural Funds and achieve higher levels of human development. The report argues that in order to translate the opportunities from EU membership into human development, Bulgaria will need to take active measures to create the conditions for more and stronger partnerships, and to build much more capacity among local governments, NGOs and private businesses.
