The theme of the Lithuania NHDR 1999 is globalization and human development. The Report’s message is that the real challenge for Lithuania in entering the arena of global competition is not to pursue short-term advantages but to link the long-term competitiveness of the country in the global markets to living standards and the human development of the population. The Report finds that Lithuania has achieved tremendous success over the past decade of transition in opening up its economy and society to the world. However, in order to ensure that growth and EU integration is accompanied by increases in human development, the Report recommends that government policies should be carefully revised according to human development choices.
