General Human Development Report

The Summary in Part III provides a comprehensive account of social development after 1989; opportunities for and threats to human development; forecasts of social development and possible scenarios for its application in Poland. These include four options: 1) Continuation of hitherto existing concepts, 2) Improve what exists, 3) Use of free market and philanthropy, and 4) Withdrawal of the state and expanding the voluntary sector. The results of the implementation of each option are described. This is an action-oriented series of alternatives which should be valuable for policy makers.
