Bolivia's NHDR 2000 presents an analysis of people's values and aspirations in the context of the Bolivian society's modernization. The authors address the following questions: What are Bolivia's values and aspirations in a diverse society? Does a collective "imaginary" society exist? Do society's aspirations reflect in its actual evolution? Their main conclusion is that people and communities' aspirations are more achievable when agreement and strategic alliances are made through deliberation and mutual respect.
