Towards a National Agreement on Human Development

The NHDR 2003 includes a proposal on human development that will be presented to political parties as a proposal for a national agreement on human development. Since national elections will take place in November 2003, it is hoped that the NHDR will have an important policy impact, establishing human development as the fundamental issue to be taken into account in political proposals debated during the electoral period. Further, the objective is to impact on policies adopted by the next government and strengthen those aimed at reducing poverty and improving human rights.
