Maximizing Opportunities

The objective of this NHDR is to introduce the Human Development paradigm to Peruvian citizens. The Report includes the Human Development Index calculated for the first time at a provincial level. It attempts at finding the root causes of poverty in the country and finds that higher quality of life and more equity could be achieved through a better use of Peru's multiple potentialities within a Human Development perspective. To that end, the NHDR presents a conceptual framework as well as an empirical analysis of the country's potentialities.
