Information and Communication Technologies in the Service of Development

The Report explores the ways ICTs can be used in order to further human development, reduce inequalities and help increase opportunities for the Venezuelan people. The authors regard ICTs as a tool for human development rather, a means to develop powerful institutional, political, economic, and social networks, since such technologies foster communication and information exchange. The Report also assesses the current level of ICT use in Venezuela and provides policy recommendations in order to accelerate ICT penetration. Year: 2002 |
