Redirecting our responses to HIV/AIDS: The Ultimate War for Survival

The NHDR 2003 challenges the effectiveness of the current policy wisdom, tackling the HIVAIDS epidemic through purely biomedical responses without addressing the societal drivers of the epidemic. The challenge is to set in motion a process of changing the mind-set of policy-makers with respect to combating the epidemic.
