Egypt Human Development Report 2002 - 2003

An innovation of the new Report is the calculation of the human development index at the local level. While past NHDRs have been presenting the HDI at the government level since 1994, this edition gives a comprehensive picture of human development in the country's 451 sub-administrative units. This provides a lens through which policy makers can look in detail at specific pockets of poverty or deprivation.

The HDI analysis not only provides the basis for the analysis of development trends across communities, but also highlights the relevance of the human development concept to those communities. It provides people with an opportunity to enter a dialogue with their local leaders and elected representatives. It gives information that can fuel popular participation in local politics and decision-making.
