Practical Guidelines, Examples and Resources for Achieving Excellence in HDRs

For more than a decade, national and regional Human Development Report (HDR) teams have been helping to advance the human development conceptual framework and apply it to the most pressing development challenges of the day. Now published in over 140 countries, these reports, grounded in thorough, analytic research, have become dynamic advocacy tools. They are helping develop capacity and generate lively debates around the policies and actions needed to accelerate human development, support human rights and achieve the Millennium Development Goals.

This HDR Toolkit has been prepared for sub-national, national and regional HDR teams to help build on this encouraging progress. It serves as one of the major building blocks in the human development community of practice. This community already includes two global knowledge networks (the HDR network and the HDR Statistics network), the United Nations Development Programme (UNDP) Corporate Policy on National Human Development Reports, and the Thematic Guidance Notes. The Toolkit adds to this practice by offering common standards and providing a step-by-step handbook addressing the main phases of the HDR endeavor: the process, the content, and critically, the final phase of sustained advocacy and outreach.
