Human Development Reports - United Nations Development Programme

This Report is the first Regional HDR on HIV/AIDS and examines the connection between the HIV/AIDS epidemic and the larger challenge of human deprivation in South Asia. The central argument of the Report is that it is imperative that the eradication of HIV goes hand in hand with the eradication of human poverty in the region, particularly given the current Millennium Development Goals (MDGs) campaign.
The Report explores the conceptual and empirical links between HIV and human development and proposes integrated approaches to policy makers in the region. Further, the Report also argues that, although current rates of HIV are relatively low, the region could face potentially catastrophic consequences unless there is a political will to galvanize resources and catalyze reform for placing high priority on health and human development. The creation of an "enabling environment" that guarantees human rights and eliminates stigma and discrimination against PLWHA is imperative. Further recommendations include increased regional cooperation and greater emphasis on prevention.
