The first part of the HDR Ecuador 1999 is about the Human Development concept and its measurement. It considers such concepts as: poverty elimination, environmental politics and sustainability, governance, social and economical development aspects. This first part is also dedicated to the application of these concepts in understanding current and future development in Ecuador. The second part is about the central theme of this report, which is decentralization in the context of Human Development in Ecuador. The third part presents indicators and statistical data.
