The aim of this report is to analyze ways of financing the expenditure required to cover the various dimensions of human development in Guatemala. The report focuses on the fiscal dimension, as a crucial one for achieving the basic needs of the population. It also analyses the role of the state and its institutional development related to delivery of social services, the major role of financial investment and the unquantifiable contribution made by women to human development.
