The Report explores the ways ICTs can be used in order to further human development, reduce inequalities and help increase opportunities for the Venezuelan people. The authors regard ICTs as a tool for human development rather, a means to develop powerful institutional, political, economic, and social networks, since such technologies foster communication and information exchange.
