The Report urges that despite difficulties, Estonia should elaborate its own strategy of sustainable human development and start its implementation. For that purpose, Estonia should keep its already advanced education, science and national culture functioning and as widely accessible as the traditional sources of overall development and pillars of national identity, even if the social costs of radical economic reforms tend to be high.
