The report highlights the calculation of the Regional Human Development Index in Tajikistan. Comparative analysis shows that there is a relative inequality in the rate of development of human capacity in regions of the country, with the most substantive differentiation observed in the income levels of the population. Therefore, the current National Report concludes that Tajikistan requires a comprehensive national programme, targeting the regional level, aimed at reviewing the policies related to income and salaries over the long-term

Information and Communications Technology for Development

Despite significant advances in their development process, reducing poverty remains Tajikistan's main priority. Given the growing role of ICT as a key step towards achieving human progress, this report suggests new and innovative policies that facilitate the flow of information, services, goods, people, and capital will increase access to the 80% of the population who are currently excluded from the benefits of ICT. The analysis explores the interaction between the infrastructure of both old technologies (post office, telecommunications, radio and television), and their newer counterparts (computers, the Internet, wireless communications) as they currently exist in Tajikistan. The report further investigates the uses and applications of ICT in the fields of governance, economic opportunity, education, health, and the environment. Based on this analysis, the report calls for the equal distribution of such opportunities, to give the poorest the means to lift themselves out of poverty through greater access to information on harvest reports, labour markets, distance learning opportunities, and preventive healthcare measures. Habitat and the Living Conditions of the Population

The focus of this report, in addition to the presentation of information on standard of living, social development and the economy, is on "habitat", which, for the purposes of this report, means the interaction of the individual with others and with his/her immediate surroundings. This orientation is appropriate since human settlements is the theme of the last major world summit, Habitat II, sponsored by the United Nations. For this reason, much information provided in this year's report relates to how the population actually lives - in the context of its settlements - and what problems confront the central government, local authorities and individuals in this context.

The Tajikistan NHDR paints an alarming picture of economic and social decline caused by the break-up of established linkages with the Soviet Union, and aggravated by civil war and natural catastrophes in the form of floods. Partial solutions are proposed in certain sections of the Report, but the problems are clearly daunting. Establishing a viable economy and a process of sustainable human development is a veritable challenge. As a statement in the Introduction says "The status of Tajikistan is uncertain even now. It is clearly one of the least developed industrialized countries, but to determine the situation of Tajikistan as evaluated by world standards is becoming very urgent. The preparation of the first report on human development in Tajikistan is a contribution to the long and hard effort of elaborating a strategy for the development of all the people of Tajikistan.
