The central question is: what is the youth’s agency capacity and how to improve it? The answer to this question intends to build a consensual approach to these issues in the region (including both analysis and policies). The work on this report started 4 months ago and the concept note will be soon distributed through the Latin American network. Part of the methodology consists in organising a regional youth forum inclusive of young journalists and experts. The envisaged chapters include: a socio-historical introduction to the theme of youth in MerCoSur; youth’s demographic transition; youth’s socio-economic transformation; youth’s socio-cultural transformation; index of the youth’s agency capability; public policies and public space. Inter-sex relations and participation will be treated as cross-cutting themes.
