abstract = {This, the third national human development report on Cambodia, analyzes the role of villages in Cambodia's development. Using quantitative data from a national survey as well as qualitative information from various sources, the report looks at the situation of Cambodia's villages in terms of economic and social infrastructure, analyzes disparities across poor and rich villages, and discusses recent attempts to promote participatory grassroots development in the country. The concluding section highlights some broad recommendations on the village economy and rural poverty in Cambodia that emerge from the report. These include, strengthening village social and economic infrastructure through a programme of government investment, promoting good governance, both locally and nationally, to protect development funds and, finally, encouraging increased participation of women in self-help groups, development planning and village meetings.
