This report assesses progress and analyzes trends in human development; discusses the relationship between basic public services and human development; reviews the evolution of and innovations in service
policies and systems; measures gaps between urban and rural areas, across regions and
among different social groups; and presents policy recommendations to accelerate the
process of equalizing basic public services in China. Despite this rapid progress, however, gaps between urban and rural areas, across regions and among different social groups have been widening, posing serious challenges to equitable human development, and underscoring the need for the equalization of basic
public services.
