2016 Awards for Excellence in Human Developing Reporting Awardee

This report assesses the country’s progress in creating and using human capital from a human development perspective. Its represents an outstanding example of how citizens can engage in discussing major development issues: the report led to a TV show running for 7 months which involved a cross section of citizens discussing key human development questions such as equality between men and women. Beyond the public debate the report has been used in policy making including informing the EU accession policy documents and the National Employment Strategy.

Abstract

This Report identifies Montenegro-specific components of human capital and assesses the country’s progress in human capital creation and utilization. The development of human capital is examined through the lenses that offer a comprehensive and diverse analytical perspective to identify mechanisms leading to human capital development. As a result of application of human development perspective, more comprehensive, multidimensional and better targeted recommendations and interventions promoting human capital development opportunities have been developed and recommended. It was our special attention to underline the relevance of those parts of the society which are deprived or whose potential is locked due to systematic discrimination which is often neglected, while having direct link to human capital development.”
