    The Kerala Human Development Report 2005 was launched on 8 March 2006 by the Chief Minister, Mr. Oommen Chandy. This first Human Development Report from Kerala addresses second-generation issues relating to different aspects of human development, which include providing holistic health care, employment oriented education, high quality social security, continued food and nutrition security – with an even stronger pro-poor bias.
  • This note seeks to quantify inequality in the distribution of 2000 and 2001 agricultural subsidies for France, Great Britain, the European Union and the United States using gini coefficients and associated Lorenz curves. Because the subsidy data are available only in aggregate form, a parametric extrapolation technique for grouped data is employed.

    Thematic Guidance Note

    Guidance notes generally seek to translate global HDR themes such as Migration and Climate Change into country relevant analytical framework for the purpose of developing NHDRs They provide a practical guide to report preparation processes, complementing the toolkit, and to relevant literature, information, and potentially suitable data sources. Each notes draw upon a thorough review of a number of NHDRs that have already explored the theme.

    Progress and challenges
    This Special Initiatives Report reports on trends and patterns in key dimensions of human development for each of Malaysia's 14 states. Each report in graphic format has been prepared by UNDP using official national data sources and includes demographic, economic, social, health and environmental variables.
  • The Resource Curse – Examples of Poor Governance/Corporate Mismanagement Wasting Natural Resource Wealth
    U.S company Freeport McMoran hit the headlines in the mid 1990s accused of serious human rights and environmental violations in its Grasberg mine in Irian Jaya. In its annual report, Freeport acknowledges responsibility for dumping over 125,000 tons of potentially toxic tailings into the rivers of Irian Jaya every day. The mine was the world’s largest gold mine and the third largest copper mine in the world valued between $50 and %60 billion.
  • Case Studies of Sector Wide Approaches in Zambia and Senegal
    Zambia is one of the poorest, most heavily indebted and most aid dependent countries in Africa. Between 2000 and 2002, Zambia received an annual average of $595m in net ODA; in 2002 ODA represented 18% of national income, and over 40% of total public expenditure. 43% of the education budget is externally funded, and more than 60% of the budget for basic education. In recent years, the top five donors in volume terms have been the World Bank, IMF, EC, Japan and UK.

    Addressing Imbalances in the Economy and Society
    The focus of this Report is on the imbalances affecting the nation's progress towards higher levels of human development. As emphasized in the 1990 Global HDR, human development has two important aspects: the formation of human capabilities - such as improved health, knowledge and skills - and the use that people make of these capabilities for leisure, productive purposes, and for being active in cultural, social and political affairs.
  • A central question for policy-makers interested in promoting a human development agenda is how weak states deal with crisis. The emphasis in this paper is on post-conflict reconstruction of states and efforts by international actors to prevent the collapse of state institutions before conflict ensues. The key actors in such state-building efforts are almost always local.
