    The Human Development Report of the United Nations Development Programme (UNDP) distinguishes itself from other flagship reports on development in the sense that it is based on an innovative concept that defines development as the expansion of choices by enhancing capabilities. The present paper analyses to what extent this innovative concept is reflected in the policy options suggested by the reports, and whether it makes a difference for the direction the suggestions take.

    Teenage pregnancy in the Dominican Republic is a complex problem and of high concern to the national agenda. Available data indicate that 22% of women between 12-19 years have been pregnant. This rate is 34% higher than the average for Latin America and the Caribbean. Teenage pregnancy is concentrated in specific areas of the country – the southern provinces and central Cibao - as well as among poorer people.

    The Report focuses on the youth as a critical force for shaping human development, because Pakistan currently has the largest generation of young people ever in its history, with about two-thirds of the total population under 30 years of age. This includes children under 15 who will be tomorrow's youth. While, youth cohort defined as those between 15-29 years of age, currently forms nearly a third of the country's total population.

This biennially released report is guided by the UN Human Development Index but increasingly reflects the Estonian socio-economic reality and development choices by tackling specific themes.     The intrinsic value of sports and physical activities (SPAs) is already well-established, just like their relation to good health, sociability, cognition, productivity, and quality of life as a whole. Even so, most people are not involved with these practices. This National Human Development Report assumes that SPAs have the potential to enrich our lives and increase the freedom of choice of every individual—they are rights, not duties.
