The Nigeria Report is focused on poverty. The Report claims that the Structural Adjustment Programme, instituted in 1986, did little to improve the economic situation; in fact, it helped unleash forces of speculation rather than promote productive investment. In summary, the Nigerian Human Development Report presents a fairly comprehensive strategic statement on poverty eradication--spanning economic, social, political and even cultural issues.
