The Azerbaijan NHDR report of 2003 deals with the role of Information and New Technologies in Human Development. This builds on the Azerbaijani President's recent approval of a National ICT Strategy. The NHDR analyzes a small-scale survey on how introduction of ICT affects people's lives. It also benefits from the collaboration of the two country offices in the review process.
