Decentralization is a key requirement of the Ohrid Peace Framework Agreement, which in turn is a precondition for the country’s integration into the European Union. The 2004 National Human Development Report therefore highlights the opportunities and potential pitfalls of decentralization, and presents a set of policy options that could help to address successfully the challenge of decentralization and mitigate its risks.
