Financing for Development: Opportunities and Options for Enhancing People-centered Development

The Tanzania Human Development Report 2022/23 examines how financing can accelerate inclusive, people-centred development in Tanzania. Jointly produced by the Government of Tanzania and UNDP, the report highlights the country's progress in health, education, income, and overall human development while underscoring the need for greater and more innovative financing to sustain these gains.

The report notes that Tanzania’s Human Development Index (HDI) increased from 0.371 in 1990 to 0.549 in 2021, reflecting improvements in life expectancy, education and living standards. However, regional disparities, multidimensional poverty, gender inequalities, and gaps in access to quality services remain significant challenges.

Focusing on the theme “Financing for Development: Opportunities and Options for Enhancing People-centred Development,” the report explores how Tanzania can mobilize resources from domestic revenue, private sector investment, public-private partnerships, foreign investment, and innovative financing instruments such as green bonds, diaspora bonds, impact investing, and SDG-linked financing mechanisms.

The report recommends strengthening public financial management, improving domestic resource mobilization, expanding financial inclusion, enhancing the investment climate, and leveraging innovative financing tools to support the implementation of national development priorities and the Sustainable Development Goals (SDGs). Ultimately, it calls for a coordinated approach to ensure that economic growth translates into improved well-being, reduced poverty and inequality, and sustainable human development for all Tanzanians.
