  • Promoting ICT for Human Development in Asia

    This regional HDR is a major step towards bringing ICT to the centre of the development debate. The Report's unique approach lies in its use of the Millennium Development Goals (MDGs)to measure and monitor the impact of ICTs on human development. Its comparative study across the nine countries in Asia highlights both the qualitative and quantitative linkages between ICTs and human development and the channels through which the linkage effects occur.

    The National Human Development Report (NHDR) 2005 is devoted to analysis of how civil society mechanisms influence human capacity development in Kyrgyzstan. The NHDR 2005 is based on a functional approach, the idea being that activities of civil society as an independent and important element for society as a whole are best identified through its actual, specific and exclusive functions.
  • The origins of the international aid system can be traced back to the period of post war reconstruction and decolonisation from the late 1940s through to the 1960s. In 1960 the OECD established its Development Assistance Committee and by 1970 the Pearson Commission’s Report resulted in the adoption by the UN of the 0.7% target for aid – so it makes sense to assess the progress of the modern aid regimes over the last 35 years.

    Diversities potential for development
    Montenegrin Report highlights three major issues - inequality, gender and poverty. Inequality proves to be concerning global issue. Ten percent of world's richest account for 54% of global income. The Report for Montenegro points out huge inequality between 10% of the richest and 10% of the poorest, as the highest in the region.
  • The Cases of Colombia, El Salvador and Guatemala
    This paper is concerned with identifying the main costs that violent conflict has had for human development in Colomiba, El Salvador and Guatemala. A first section refers to the difficulties involved in measuring these costs, taking into account different measurement methods, statistical problems and intangible costs. The second part of the paper briefly describes the basic characteristics of conflict in Colombia, El Salvador and Guatemala.

    NHDR addresses decentralization issues and human development, incorporates MDGs and provides recommendations on furtherance of publc administration reform and decentralization. The Report highlights issues that have no simple answers, thereby encouraging wide-ranging discussion.
  • New Thinking on Old Problems
    Classically, the ‘commodity question’ was conceptualised as having two elements. The first was commodity price volatility. Volatility’s macro-economic implications were noted as a matter of concern – albeit only for industrialised countries - by Keynes as early as 1942.2 The second was decline in relative prices, an issue first raised by Prebisch and Singer in 1950.

    Botswana Human Development Report 2005 focuses on the role of science and technology in the development process. The theme is inspired both by recognition of what humanity has achieved – in agriculture, manufacturing, communication, medicine etc - with the aid of science and technology and the development possibilities technology offers to Developing Nations. The central thesis of the report is that human development and progress in science and technology are mutually reinforcing.
